UK HAR2 shortlist revealed: 27 hydrogen projects move to next stage

The UK Government has shortlisted 27 projects under its Hydrogen Allocation Round 2 (HAR2), advancing plans to support up to 875MW of new low-carbon hydrogen capacity through long-term contracts.

Published by the Department for Energy Security and Net Zero (DESNZ) on 7 April, the HAR2 shortlist includes electrolytic hydrogen projects across England, Scotland and Wales, with a notable focus on industrial hubs and ports.

The list includes multiple proposals from developers like Carlton Power, RWE, ScottishPower, Lhyfe, and Green Cat Hydrogen, the latter securing three entries.

Projects range from the Shetland Hydrogen Project (Statkraft) to Tyseley 10MW (Motive Fuels), with many aimed at supporting hard-to-electrify sectors – including hydrogen-powered transport, sustainable aviation fuel, and industrial processes like glass and brick production.

The Hydrogen Energy Association (HEA), which represents much of the UK hydrogen sector, welcomed the announcement as “vital clarity” that would help unlock investment and momentum for project delivery. Several HEA members are among those shortlisted.

“This announcement has brought vital clarity to the UK’s hydrogen sector, providing a crucial boost for projects that will drive forward the country’s low-carbon transition,” said HEA CEO Dr Emma Guthrie.

Projects now enter a due diligence phase and are not yet guaranteed government support.

According to DESNZ, funding decisions will be based on value for money and affordability, and not all shortlisted schemes are expected to be selected.

Like its predecessor HAR1 – which awarded contracts for 125MW of capacity in 2023 – HAR2 uses the government’s Hydrogen Production Business Model.

It offers 15-year revenue support agreements designed to close the cost gap between low-carbon hydrogen and higher-carbon alternatives.

A third allocation round (HAR3) is expected in 2025, as the UK continues towards its goal of up to 10GW of low-carbon hydrogen production by 2030, at least half of which will be electrolytic.
